All the businesses in Epsom are at the same location in High Street and have been closed this week - to the frustration of shoppers and pensioners.
But, despite rumours, the closure is not linked to the raids on the afternoon of January 30, but is because of an electrical fault which the Post Office said this afternoon it is "working hard" to fix.
Officers arrested an Indian man and a Pakistani man, both 28, at the Costcutter; an Indian man, 29, in the post office section; and an Indian man, 23, at the mobile phone stall.
The businesses face a financial penalty of up to £20,000 per illegal worker unless they can prove that correct right-to-work checks were carried out, such as seeing a passport or Home Office document.
All the workers were found to have been working illegally in the country and had overstayed their visas.
The businesses in Epsom High Street have been closed since Monday - without explanation - but the Post Office today apologised for the closure due to an electrical problem.
Long-time resident Alick Potter said he was "not surprised" by the raid and a general EDF sign on the door was the only clue as to why it is closed this week.
Mr Potter said: "You have got all the pensioners walking up to this little piece of paper flapping on the door. They have got nowhere now. There’s a lack of information and no-one gives a monkey’s."
Patricia Blakeman, from Stones Road, Epsom, said she went to get her pension from the post office but found it was both closed on Monday and Tuesday.
Ms Blakeman said: "People were hitting the door because it was not open. I need that money. It’s not just inconveniencing me, it’s affecting a lot of people."
