Man Charged With Tattooing Smiley Face On Girl

A man has been charged with tattooing a yellow smiley face and a derogatory word on a 12-year-old girl's arm.

Randall Charlton III is accused of aggravated assault, simple assault, unlawful tattooing, corruption of minors and endangering the welfare of a minor.

The 33-year-old allegedly tattooed the youngster's left forearm while she was staying the night at a home in Crawford County, Pennsylvania.

According to online court records, Charlton was unable to post $20,000 (£12,000) bail and is being held in Crawford County prison.
